The IT Program Manager will lead a team of internal/external developers and, together, own the successful ideation, development, and maintenance of internal/external customer-facing projects, information systems and processes including but not limited to:
- Thomson website content management system (OpenText CMS)
- A commercial product information management system (Stibo PIM)
- A proprietary product information management system (TIM)
- Existing custom applications and web services along with those yet to be built
- Integrations with other systems including Oracle EBS, Oracle iStore, Salesforce.com, MS Azure, corporate and distributor information systems.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Along with those identified below, other duties may be assigned.
- Works directly with internal/external stakeholders to design, develop and deliver software and information solutions on time, with maximum business impact.
- Creates a healthy team environment of shared ownership with momentum and support to drive forward, while managing the competing needs of multiple priorities and finite resources.
- Effectively manages the software team, external contractors and available budget to complete projects, including initiation and facilitation of team meetings, coaching, delegating, providing feedback and resolving conflicts and problems.
- Provides technical and functional leadership and direction to software team.
- In collaboration with the software team, builds and manages the technical software development roadmap for future product development and functional/operational improvements.
- Directs the development and programming of applications, services, interfaces and databases.
- Directs the development of technical documentation and software testing/validation procedures.
- Drives overall performance and efficiency, utilizing the Azure DevOps software development pipeline to manage projects and team assignments.
- Researches and remains informed of new technology and development tools. Seeks out different ways to use current and relevant technological advances.

Job Requirements
QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:
- Bachelor's degree in Computer Science, Information Systems, or Business; or the equivalent combination of education, technical training, or work experience. Master’s degree preferred.
- PMP certification preferred.
- 5+ years of people management experience.
- Must have significant experience in Agile/Scrum.
- Working knowledge of full stack web development, including database layer (SQL, DML, DDL), server layer (C#, .NET Core/ASP.NET), and the frontend (Javascript, CSS, HTML).
KEY RELATIONSHIPS:
Internal stakeholders will include Thomson senior management, product management, product marketing, marketing communications, sales, customer service and corporate IT personnel. Important external relationships and/or oversight will include technology vendors, website contractors and content developers.
